Is there anywhere on the web you know of that teachs you how to build a database using your Mysql database in your Cpannel? Also note.. for free, I do not want to pay. Just a place that will teach my how to set it up and make the database in Cpannel... where it has the Mysql

Nope we are not ...but you should be able to take a tiny joke as well.
Now coming to your question....php comes with its own documentation for installation.
MySQL has its own documentation...
If you have installed them on your machine you should be able to find that....

Read the instalations and then ask specific questions...
