I'm looking to add a image gallery type thing to my site. I would like it if somebody could let me know how to put it where users can upload a pic and it will automaticly load up for users to see. But if nobody can do this then how can I add a upload code where they can ONLY upload .jpg or .gif with a certain size.

Search for upload form.
You need to use Perl or PHP or something to do this.

Yea I've search for upload forms but none of which I found told me how to make it to limit it to jpg or gif
