I need some help!!!

I was wondering if anyone new about any softwere that does not allow users to post pictures aproved by the admin. Or you just can't post picturs at all. The reson I want to do this is because of porn. My freind had a guy come on his site and he ended up shuting it down because of porn. If you could help me out that would be great. I would like it if it was free. Actualy I want it to be free. :)
