Template / Find and replace

I'm looking for a HTML template tool similar to Macromedia Dreamweaver's, but I don't have enough money for it. What dreamweaver does is it "updates" code in between certain tags, like <!-- startnavigation --!> and <!-- endnavigation --!> on all files using a template. I want this to be able to change a lot of my pages instantly.

Does anyone know where I can find something like this for free?

I would use asp, php, or cgi, but my server dosn't allow it.

If your server supports PHP, you can use that to dynamically include the content when it is called from the server...

Use an external file like do your layout in an external css file that way you dont have to update so much, also using i frames can make it faster too.
