When I click on View - Script Debugger - Open, nothing happens. I have tried reinstalling the debugger (freshly downloaded) and rebooting several times. Under Tools - Internet Options, script debugging is
enabled.

I downloaded the debugger, IE401DBG.EXE, from the Microsoft website.

In IE, when I click on Help - About IE, the version number comes up as 6.0.26, and a line says, "This is a customised version of Internet Explorer", though I'm not aware of ever doing any customising. Reinstalling IE doesn't seem to change anything. I have tried to revert to a previous version of IE (5.5), but the install program will not proceed if it detects that the version already installed is a later version.

Any suggestions gratefully received - I'm tearing my hair out here - and I'm also quite likely to lose my job if I cannot resolve this problem.

Turns out that I'd downloaded the Win 98 version - the Win 2k version is called SCD10EN.EXE

I thank the forum because, while you didn't actually solve the issue, writing the problem down in detail to post to the forum inspired me to search for the download on the MS website, where I discovered the problem.
