How do you get it without LucisArt? With LucisArt it's easy, but some of the color stuff is still pretty interesting.

The blur is easy I know how to do that.

Photoshop, probably a number of ways and you'd need to mask certain areas to achieve the effects required on those areas.

Hue & Sats: to reduce the colour of the bikers shirt, colour of the sky, reduce colour of buildings, cones and items within the blurred areas. To increase colour and highlights in bikers skin tones.

Brightness/Contrast to increase highlights and shadows throughout the car, in the helmet and on the bike, plus bring out the clouds. To increase legibility of helmet text and logo on shirt.

Curves to reduce the darkness of certain areas, eg back of the bike/gloves.

There's other areas that have had work eg. the sky has prob had a light grey grad overlayed to increase the gloomy mood and there's plenty of other areas that personally I'd have edited eg. remove some of the wires, the blue balloon.
