Software that provides 3D

Does anyone know of a software that will help create roads, houses and landscaping with a 3D look but not necessarily interactive 3D? I want to superimpose drawings of new house designs onto the old design easily and quickly. It is for the web so the quality doesn't have to be perfect.:)

For houses, you might be able to use Pipposoft's (http://www.nospine.net/Pipposoft/) Build2000. I don't know about the others things, but you could do them in most 3D modelling packages, though a specialist package would obviously be easier.
