If you have paths in your application (I'm not familiar with your apps, soz) then click and drag up from your bottom left corner then click and drag right on the top right corner. That should create a curve which you can then assign a stroke to. If you don't understand curves or don't have that option in your app an easier method is this:
Use your circle/elipse tool to create the required size curve or full circle (double size). Fill with appropriate colour then create another circle 2 pixels smaller than the original and delete. You should then be left with an outline circle which you can crop to create your curve. You might also be able to assign a stroke to the original circle instead of a fill.

I know the paths way and i do it that way. The problem is that the curves are blotchy if border width is more than 1 px.
Also if i use the elipse then how can i get a perfect circle?
I am using gimp because it is free but i finding it slow to learn, there is only 1 forum on it with a long reply wait.

To get a perfect circle you can create a 10x10 image. Then you click the eclipse and drag it from the top left corner to the bottom right corner which gives you a perfect circle on the image. Create a path from the selection and stroke it. I stroke with1px but it does still look a little blocky. Select the box select tool and select quarter of the image. Copy it and save as new. Repeat until you have done all four quarters. You now have the four corners you desire. As for getting rid of the blocky look you will need to go zoggles.co.uk (http://www.zoggles.co.uk/asp/tutorials.asp?tut=17) and search through the tutorials there. I remember there is one about blending edges so that they look smoother. It is about picking colours that match between foreground and background and rearranging them to give a smooth illusion. Also you could try Grokking The Gimp (http://gimp-savvy.com/BOOK/index.html) for some other tuts on Gimp.
