Creating an e-mail drop down list

Hey I wonder if anyone can help me?

I am creating an online absence form using MS FRONT PAGE 2003. The form I have created will be sent to 3 people, HR dept, Payroll and the persons line manager.
Can anybody tell me how I can create a some sort of linking so that when the user selects thier manager from the drop down list, it will send the form to this person once the have click the submit form button

NOTE: I know how to set the form to send to HR and PAYROLL but NOT to specific people via a drop down list.

Any help would be great.
