At least I think that's what it is called. What I need to do is draw up a detailed plan of sorts, which I am to hand over to a technical developer to create our site. The problem is I don't quite know what is required for this.
What do I need to get down on paper for someone who is uninvolved in content of our site but will be CREATING it?
Please help!

I'd just call it a project outline. Just something to tell the developer what to build. Though I wouldn't just accept a project outline myself without prior consultation. It's usually best to consult with the developer first to establish what they, your hardware, and your budget are capable of. Once you have talked about what can and can not be done, then you need to make the outline of your project. It should basically just tell the developer what data you will be handling and processing, how you will be handling and processing that data, and I find why you'll be handling and processing the data can come in handy to give better ideas on how to build what you need. If you want your project to have a certain look and feel, you'll probably want to give the developer a style guide too. Colour-schemes, standard document structure, graphics you want being used on your site and stuff like that.
Remember to outline all the features your require of your project before it begins. Adding things as you go along can be costly, time consuming and may lead to errors in the final product.
Just try to tell the developer as much as you can about what you want.
