need help- pop up window

Hey, I'm trying to make a pop up on the homepage to my site asking visitors to sign up for the band's mailing list. How do I get the pop up window?

You don't. Using popup windows is a bad idea - it potentially violates accessibility legislation and is likely to get your message ignored rather than read. Just put the mailing list signup in the main window.
