How to make borders such as in this site?

I am trying to put in borders and outlines in a site i am trying to make. I wanted to know how do i put ones such as the green ones in this site?

They are graphics ( http://dhost.info/greenlight/images/left_1.jpg ) - this site uses outdated table layouts and applies the graphics as images in cells. Hopefully, you will be concentrating on site content and styling said content using such graphics as element backgrounds.
