pop up button that runs a command???

I am desperately trying to figure out how to create a small pop up bar/button asking visitors to our web site if they wish to make this their home page..click yes or no. I am a total amateur with web design and am having ZERO luck! Can someone please tell me how to do this or where to find information on how to do this...any help at all would be GREATLY appreciated!

there is css solution out there ,how ever it will work for IE only.(a google search or this forums search will get you that)
for NS browsers

will bookmark the current page
