I like graphics made with flash .
is there any negatives with creating any graphics in flash eg text heading with flash as opposed to creating them with eg gimp,photoshop?
Could some users not enable flash and the website looks funny etc. I am only talking about a few graphics and not the whole website.

It doesn't matter in which program you create a graphic.
Whether it be Flash, Photoshop, Illustrator or whatever other program you prefer, isn't relevant.
The important thing is how the graphic is exported (jpg, gif, png, swf etc.).
If you want to display graphics on your website in the swf format, you can do that. The user might disable Flash, but on the other hand a user could also disable images if he wishes to do so.
The key is to create your website in a way that if the user disables Flash or images, the general layout of the website remains the same.
This will also make your website accessible to people with disabilities.

I think MarcD has spelt it out but further to that...
Flash files can become large and therefore have an impact on who visits your site (its not 56k friendly). Flash text graphics are obviously images and therefore will not appear in search fields. Between 10-20% of users will have Flash turned off so make sure you provide alternatives eg. Javascripts. Flash files are only recently adhering to web standards.
