web portal

I need to create a web portal for users to access internet via a wireless network. I need the first page to have a frame or have that appearance... a cell in the middle or iFrame even for browsing but the outside frame must at all times be present or locked in place... any ideas out there how I can achieve this?:confused: oh ya, I need to have compatible for PDA use.
