HTML image slicer

I am looking for a "cheap" way to slice up images. I am told that the best way to load menu images is to slice them up using ps or some other software that does this. They build the html code to load the image and give you roll overs??

Anyways I was hoping I could find some free software that does this. An alternative. I have swish if that is any help.
