Video Hosting Database site combined with Social Network

I am attempting to put together a site that offers users the ability to upload video similar to YouTube while also having the capabilities of a social network similar to MySpace or Facebook. No, I am not attempting to start the next megasite. It will be geared to a very distinct niche market and should be able to hold an abundance of videos. Can someone give me an idea of what I am looking to spend for a very well developed site? Would you advise using a "rentacoder" type service to receive bids? If not, could someone suggest a company that specializes in developing similar content?

That's the best approach, using a rentacoder site to get bids. Unfortunately we can't give any price estimates since it's against the law in the US for members of a profession to discuss pricing. We also don't permit solicitations for any sort of business on the forum, so a rentacoder site is the way to go.

Sorry, I posted earlier (Video Database combined with functional social network) but I forgot to ask something. If I have the website laid out and designed with only the back end work left undone, can I have someone complete the site through Rentacoder? How do I go about doing this? Any advice on using such a site? What should this individual be qualified to do? Ex. MySQL..
