Need Help Developing Site

I am looking at starting a website that allows my users to create and send e-flyers. I would need them to be able to set up an account (login and password)choose from templates(newsletters/flyers) select and upload photos and logos, proof, edit and send directly from the website. This is an industry specific site so I would need to upload and control the mailing lists. I also would need to process payments from within the site via credit card and paypal. I was wondering if there is a private label solution like this available that allows unlimited e-mails to 15000 email address list. If no solution is available can anyone give me an idea of the expenses involved and who to contact about developing the site for me?
