is it possible to add custom toolbars to internet explorer? i mean, you go to view-->toolbars, that kind of toolbar. if it is possible to add a custom toolbar to IE using any serverside or clientside languages, how is it done?
any help is appreciated.

You can't. To do that a file has to be on the users computer. A server side language cannot simply put a toolbar on a users machine and automatically add it to ie. You can put it on your site as a download though and teach users how to set it up.

do you have any idea where to get the files they need to download(if any have a setup program, even better, but that is just extra)?

cant say that I do, all I know is I have a comet one right now :) It is probably some java or something that gets called up by ie from an external file. Thats just my theory

oh well. i looked in to it, but only found that to make one that you don;t have to install manually, it requires about $100(us) to purchase the software to make it. the only free one i found you had to go into the software and set it up. it did not make an install program or an IE attachment at all. oh well.
