Is this a good course to take if one has aspirations to be a Web Designer.

I suggest courses in HTML and CSS. Coming up with fancy decorations is worthless if you don't know how to properly insert them into new and/or existing webpages. :D

I agree with KDLA. You need to learn to build the site first, using HTML and CSS. If you're creative, you'll learn a lot of the graphic design as you go along anyway.

In short, graphic design and web development are entirely separate- though often performed by a single individual.
In my particular situation, I am a web developer, but absolutely horrible with graphics. My sister and brother-in-law are both accomplished graphics designers, but can't code websites at all. When we work together, they create the graphics and sketch up a layout, and I write the code to make it look like they envisioned.
It would be easier if I could do it all myself, but it is a partnership that works for us...
