I'm trying to make a good, large website, with media, and everything ... but I don't know where to begin. I have a simple website already with forums ... www.thatsocialsite.com ... but I want an actual content area and I want to draw people to my website with cool features and such.

Can someone help me???

The first thing to do is to figure out what it is that you want. Just saying you want "cool features" isn't much to go on, so you need a clear idea of exactly what it is that you want. Personally speaking, I would say that that needs to include something either totally unique, or head-and-shoulders above any competition- otherwise, you may already be dooming yourself into being seen as yet another mySpace/Facebook clone destined to obscurity.

People here can't really help you figure out what you want, but once you know, we can help you try to get there...

I want to make an index of all free (Youtube, etc) Internet shows (not real) - like lonelygirl15, and have people be able to rate individual shows and/or entire series. I would like to make a place for these types of shows such as MMORPG.com has done for MMORPGs. Have news stories about Internet shows, have article reviewers, and have a unique scale judging things like Acting, Uniqueness, and the like.

The gathering of the data will be a manual task I would think. It sounds like a lot of work to me. However you can start with the more well known sites but even then maintaining the data is a huge task.

If you still want to run with the idea you need to design the application with particular focus on the database used.

May I suggest you get a copy of Wiley's Dreamweaver CS3 Bible in the meantime.
