Hmmmm... well, technically, your coding needs some help.
Frames layout.... :eek:
No DOCTYPE (http://www.w3.org/QA/2002/04/valid-dtd-list.html)
Design-wise, it's not bad at all. ;)
A couple of things:
the contrast between the background and some of the text isn't distinct enough.
I don't like the disjointed look of all the scrolling divs/frames whatever you've got in the bottom half. Seems that those elements aren't needed; plain old text with a height of auto would do.
