Are Webdeveloper.com and Webdevforums the same?

I registered with Webdevforums but for some reason their site won't let me post questions. I see on this site that a link is provided for Web Dev Forums. Are the two sites the same and if so how can I post on the Web Dev Forum site?

They do not return my emails.
