If i have some graphics on a website, and someone nabs them, changes them slightly, say the colours or makes it black & white, then puts it on their website - would that be copyright theft / illegal whatever its called?

Assuming you own the copyright to the images, if they have used them without your permission as you describe then it is a breach of copyright law in countries following the Berne convention (http://www.wipo.int/clea/docs/en/wo/wo001en.htm). You should probably contact the site administrator and ask for them to be removed.

even if the images have been changed? as in slight photoshop effects - wouldn't that render it as a new image?

If you placed a digital watermark on the copyrighted images and they were changed without your consent then it would be considered breach of copyright.

Copyright seems to be an emerging issue today, especially with the internet. Basically anyone can publish information on the internet, and anyone can take your images without you even knowing it!
In answer to your question, yes it is illegal, users who wish to use your images should be requesting your permission. It is considered to be a breach of copyright if they do not have consent to use it. Changing or altering images does not make it ok.

Exactly, think about the situation where someone put hours of work into an image (for various reasons :D) then someone else comes along and changes the color, adds his/her name and does a photoshop effect. Sound fair to you? Hope not.
