Does anyone know of a way to find out the owner of a cell phone if you know their number? I see many sites for reverse lookups for cell phones but they charge almost 100 bucks.

All of the free reverse phone number sites have a fee after you put in the phone number. Anywho.com or whitepages.com or any of that stuff does not work since you have to pay to get a report.

Are there any ACTUAL free ones out there?

I doubt it. The telephone lists on CD that allow reverse lookups are about 10 times the price of those that don't. I can't imagine they could get away with charging so much more if there were free services on the web that gave the same info.

try: http://www.phonenumber.com/reversephone.
I'm not sure if it works on ll numbers, but it hasn't asked me for money yet.

Cell phone numbers generally can't be reversed and reversing ANY number in the US is now iffy since the implementation of number portability.

Has always worked reliably for me. For cell numbers, it only reports the carrier and city, but for land lines, it usually gives me a name.

I just attempted to use both of the above mentioned sites using my own number. Both gave the provider and what city and state I was in, but neither gave my name.

I just ran my number, my parents, and my in-laws, and it gave a full name and address for each of them...
Was the number you tried a regular land line, VOIP or a cell?

Cell, since that was what the poster asked about. Land lines are no problem.
