What is VML and What Are Its Uses?

i was browsing the web looking for some new codes to add to my site and i came accross this VML. What is VML and What Are Its Uses? Where Can I Learn About It? it's been bugging me all day and, if anyone could help i would be most greatfull.:) :) :) :)

Do you know if there are any VML tutorials around so i can try to learn the language.
if you could provide a link i would be greatfull (only if a tutorial exists i would hope for one.);)

VML from my experience is pretty complicated to use, it does not always respond how you want it to. It is supposedly set up like css but ti doesnt have all of the attributes. For instance I could not get z-index to work, and I could not get my chaptes to overlap or rather I could not things overlap them. It was just about useless for me. There is also the fact that many browsers dont implement it.
