Use <DIV></DIV> in CSS to repeat links

Hi!

I'm new to CSS, and I was wondering if there was a way to use the <DIV> </DIV> tags in my CSS to use one set of links, and repeat them on every page (this way if I change the link in the CSS, it changes on every page).
The only other way I know how to do this is to divide the page in two using frames.
