Can anyone direct me to an "idiots guide to designing a webpage" that outlines how to right from scratch?

You might try this book (http://www.webreference.com/reviews/integrated/). I review it and found it to be really great for starting out. It teaches how to use HTML and CSS together, not one then the other.
