Can someone tell me if it is possable to send images through website forms using cgi? If no then what would be a better way to do this?

Yes, it is possible. Post your question in the CGI forums, and perhaps someone will tell you how. I'm personally a PHP fan, so I'd use something like this (http://forums.webdeveloper.com/showthread.php?s=&threadid=10236#post53317).
