help with mail encoding plz!!

hey,
can anyone plz tell me a link or article, anything, that contains the encodings used by different mail services( hotmail, yahoo, gmail, etc) for different languages.
i need to encode all outgoing mail depending on the email address and the language but can't figure out the encoding used by the different mail services,
