privacy policy & cookies

hi all,

what is the relationship between cookie and privacy policy? my IE browser doesn't set cookie saying that privacy policy not found on my website. (it shows an "eye with a cross symbol"-red in color on IE status bar).

If IE7's privacy setting is "medium high" or higher, then cookies will be blocked unless your site has a compact privacy policy. (If "medium" then 3rd party cookies without a policy are blocked.)

is there any php code to over come this problem? how can i write compact privacy policy?
