To learn flash you'll need a version of "Flash Authoring Software". They give free 30 day trials versions of most of their software at http://www.adobe.com/products/. You may also be able to find an older version cheaper if you want to buy after 30 days.

Also the HELP section inside of flash itself will teach you lots if you play with the code snippets they give.
Good luck, flash is fun!

The help section "helps" a lot, especially after you've got the basics. There are tuts packaged with flash from adobe the help. gotoandlearn is a great resource since you get video. Also
http://www.lynda.com
is good. You can only watch the first couple of tuts without paying but they will help someone who knows nothing.

http://senocular.com/flash/source.php?id=0.175
both of these have some tuts that could help also.
