Floating Div Help

Hi Everybody,

I am making a website and I kind of put bits of code I have found on the web here and there:

Now I would really like to use the Nifty Corners but I also found some code to make that little divider (I hope that's what you call it) with the scroll bar.

Now I am totally not an expert on dividers so I was just wondering...how can you make it stay in place and not move when a user want to make the screen bigger. Is that possible?

That's what I am looking at it in...Why is there something really bad I am not noticing? Besides the fact it won't stay still.
