Graphical scrollbar help needed

I setup this page so that whenever the user scrolls over the scroll up or scroll down buttons the page will scroll up and down instead of using a scroll bar. For some reason the scroll buttons move up and down. Is there any way that I can keep it from doing that? The website location is: http://www.graceyouth.ws/
