.htaccess doesnt work!!

I have theo following line in the .htaccess file

DirectoryIndex vale.html

I have got vale.html and .htaccess in both htdocs and main folder and yet when i go to www.blahblah.co.uk it says...

The website declined to show this webpage
HTTP 403
Most likely causes:
This website requires you to log in.

What you can try:
Go back to the previous page.

Anyone got ne ideas?

Just a WAG but maybe you need to allow indexing, too. ???

Oh, and the server has to be set to allow modification by htacces.
