Help with setting up a message board in Dreamweaver 8

I have designed a simple intranet to be used by our company and would like to add a message board so people can post messages. I also need a running tickertape across the page with text, very similar to that used on news sites and on current affairs programs. Are these easy to do or do I need to set up some sort of database? Any help is greatly appreciated.

You don't use DW to create a message board. Just download PHPBB or purchase VBulletin and set it up. Far as the news ticker, it would be a better avenue to consider an RSS feed. People get it delivered to their mail client program in most cases.
