Question about Short URL Link ?

I am looking for software that you submit a big url and it creates a shorter. Open source and paid or free. Can anyone suggest me the best program available for the purpose?

If you want to run it on your own server, I have a short Perl program that works great!

U can also use the mod_rewrite module of Apache webserver to create your URL on the fly. I mean u can use this to create SEO friendly url etc.
