Just want to know where should I start if I want to set up a web site?Because I don't have any idea at all...

Start by learning HTML and CSS:

Then get some webspace. I don't know many good domains so just ask in a new thread.

I aggree with pyro, just take tutorials on html and css and type them into notepad, and save them as a .html and just run them off of your machine for now until you feel you are ready to upload them. You can preview them by just opening the files in your default browser.
