Custom Scrollbars don't show?

Why won't custom scrollbars that i have created in an external CSS file fail to show using FF or Safari on my MAC?

Those two browsers on Windows don't support that feature. It's a M$ propriety thing. I'd say it's the same way on Macintosh.
