Here's a general answer for a very general question.

W3C > Microsoft. Web-Standards are good.

Always ALWAYS use Cascading Style Sheets (CSS).

Validate your code!!! CSS & HTML

Internet Explorer is a bleeding pox on the Web (to put it nicely;)). Virtually every browser is superior to it.
Gecko (Browsers: Mozilla, Netscape, Firefox, Seamonkey, etc), Opera (Rendering engines: Presto, Elektra, Merlin, Krestel, etc), KTHML-Webkit (Browsers: Safari, Konqueror, OmniWeb, etc) > Trident (Browser: Internet Explorer, AOL Browser)

Flash based websites suck. They're slow, fat, bloated and not standards compliant.

Oh, and never... EVER use Internet Explorer for anything other than downloading a better browser or testing your code. Use one of the following browsers primarily, then test code in the rest (It's a start):
Firefox:), Opera, Seamonkey (Mozilla), or Safari.
