Frames - WHOLE page scroll

Greetings:

I am trying to offer a page to viewers that has 4 separate frame sections (using Front Page) - do NOT want to use scroll bars on any of them - but would prefer to have the ENTIRE page scroll - scroll bar on right as with any normal web page.

Can anyone help me with this challenge?

Don't use frames; instead use server-side includes, which act like frames, but without all the messy coding.
