How Amazon.com did that banner?!?!

Hi y'all,
I really want to know how amazon.com did the banner that appear in the top-center of the page and then goes to the right, I think is done with javascript, but I'm not sure. I already look for all the web and didn't find a thing. I be pleased if anybody could give me the code to do that.
