Greetings everyone.

I'm trying to create sort of a black rectangular shape where it's sort of transparent...kind of like looking through a black piece of cloth where if you look into it you can see through it. And I'm trying to do this in Photoshop CS2. Any suggestions would be very appreciated. Thanks.

Just create a new layer on top of whatever you want to "cover up", then create a rectangle, fill it black, then set the transparency to whatever suits your needs. I could tell you how to do this in the Gimp and Inkscape, but not Photoshop, sorry.

just reduce the opacity of the black layer.

Use the rectangle shape tool. Then in the top left most options (along the top under "FILE EDIT IMAGE" etc), make sure the box all the way to the left is selected. It will have little dots in the corners.

Now draw a box. Goto layers palette and change the opacity (top right). Now you have created a vector box. This means you can easily resize and re-change opacity without pixelation.
