The image is larger than your viewscreen: -you have to click the " + " that appears when you hover-over the image. That renders it full-size and you scroll to read it all.

I know of only one- computer -teacher who could be like this, but she's only has 00000110 00000110 00000110 on the back of her neck. ;)
Perhaps the student was installing Firefox and therefore wasn't doing his work? And who uploaded that form? Was it the freedom-fighting-student? :D
Or perhaps the teacher was Mozilla savvy and noticed the student was running "foxfire" rather than Firefox and wanted to punish the student for being a false Mozilla fan.
In any case, despite my over analyzation, this is funny!

Simple, the student who installed Firefox on this machine did not own this machine. It is the decision of the owner of the machine what software to install or not install on it.
While this shouldn't excuse the odd behavior of the teacher, the real question is why doesn't the school just lock down on these types of behavior, if they so choose (of course, this is all theoretical given the fact that the letter was in fact fake).

Simple, the student who installed Firefox on this machine did not own this machine. Righto- This is very true. Having said that, he should have used Portable Firefox. :rolleyes:
But in any case, not matter what, any situation we ponder will be theoretical, incomplete, and therefore flawed.
(Still, I think such a theoretical teacher who watches theoretical process lists on theoretical school computers is a figurative tightwad.)

I am more inclined to believe FANG's view that this was a hoax perpetrated against the school, -possibly by the student whom was disciplined for some other, non-disclosed reason..
