posting daily news to a web site

Help-

I would like to add a scrolliing daily news function to my web page similar to this site: http://www.67fire.com/

All I need is the text, no photos. I would like anyone to be able to login through a browser, add a news story for that day and have a running list of news.

Any Suggestions?

you'd need a server side langauage for that purpose
