Need a popup!

I need something to replace a popup window, that basically has the same function as a popup window, that users can't accidentally block with a popup blocker. All it has to do is display an image. I was thinking that the best solution was flash, but the development kit is too expensive and probably too slow to learn anyway.
I have been looking around at some ready-to-go type flash utilities, but the problem here is that they are either too complicated or too simple. I need the flash utility to just take one picture, that I have told it were it is, and display it, without me having to create a different utility for each image.

Anyone got any ideas?
