Hello, I have a simple one page website. What I want
to do is add a paypal button to buy and then offer my
file to download after they pay. It is only one file I am
selling so what is the easiest way I can set this up.

You can find paypal buttons and links on paypal web site. What I suggest is do not redirect customers to downloadable link after payment instead send them to Thank you page.

Manually confirm payment with paypal and then email downloadable link to customers.

Many times customers pay through eCheck, and after receiving downloadable product they request the bank to cancel any eCheck payment.
