Both the CSS and XHTML validate, which is a good sign, but I'm not sure I like the style/layout.
Having all the text centered feels a bit weird to read... The menu works nicely though.
The blue background is a bit distracting.. While everything works well, I think it is just the layout that really bugs me.
Also, the last button ("Style") doesn't do anything, it's set to "#"...
Lastly, I don't think frames are a good idea, I've heard that they fell out of favour (partly because of accessibility...

and i agree with the centered text

and stop making my cursor purple :mad:

one thing to know is that people like whitespace (which you have a good amount of - but it's bright blue)

and people like things framed and categorized - different sections of pages in different parts, grouping similar items together avoids confusion.... look at these sites and notice how certain 'blocks' are framed and how they separate themselves from the rest of the content:
