please help me figure this out

I'm trying to figure out how to make an image so that when I run the mouse across it, it shows a list of links to choose from. Then those links disappear when I take the mouse off of it. An example of what I'm trying to do can be found at www.uhs.edu . Just look at the left navigation buttons and run the mouse across them and you'll see what I'm talking about. If anybody here can help me with this I'll be so greatful. I've looked everywhere and haven't been able to tackle this one. Thanks.
