very urgent help on banner rotation

I want a banner rotation script on country basis ( not time basis). Because wat i am displaying banners in my site, those sites accepting traffic from particular countries.They are not counting the traffic from other countries. So i am loosing 100+ clicks from my site

I think it is possible(may be . Because i am not xpert in java script). Here i am sending one website address. In this website he is displaying flags of different countries, when the respective country visitor enter into the site

I do not know of any possible way to determine the country/language that the client computer is using.
